RAYMOND — A man allegedly driving around and harassing a woman over the phone has landed himself in jail with felony charges. He was arrested following a manhunt that lasted hours.

Markus G. Stigall, 36, of Elma, was captured by officers in Grays Harbor County after his cell phone was pinged near his residence. He was later transferred to the custody of the Raymond Police Department.

According to court records, Stigall allegedly called his ex-wife and heard a male with her. He reportedly made a threat to shoot the man.

“[The alleged victim] advised that a few minutes after the phone call she observed Markus driving northbound on 7th Street, and he pulled up to the stop sign and he stopped and then parked on Duryea,” Officer Ivy Stafford stated in court records.

“[The alleged victim] advised that the last time Markus was in town, he had hid in her neighbor’s garage to monitor her,” Stafford added.

Officers converged on the area and set up surveillance throughout Raymond on the city’s main in and out points. Officers reportedly witnessed Stigall continuing to call the alleged victim while they were at her home.

Markus was not located in the immediate area, and officers suspected he might have gone to the Willapa Harbor gun range — but he was not located at the location.

According to court records, officers requested the Pacific County Dispatch Center (PacCom) ping his phone. The ping came back to the Vance Creek Park area in Elma, near his residence, and he was subsequently stopped and arrested.

Stigall was booked into the Pacific County Jail at 10:21 p.m. on Aug. 2 and faces one misdemeanor violation of an anti-harassment order and felony counts of harassment and violation of an anti-harassment order.
