Sheriff’s office rescues woman from allegedly dangerous ex

OCEAN PARK — Refusing to leave a former partner alone has landed a man in the Pacific County Jail after he was arrested on Nov. 4 by the Pacific County Sheriff’s Office. The incident unfolded at 10:48 a.m. in Ocean Park.

The sheriff’s office responded to the report of a male trespassing inside his former partner’s residence and that she wanted him. The man, identified as Robert P. Moisan, 40, also reportedly had a felony warrant out of Oregon.

According to court records, Moisan’s ex-girlfriend said in the 911 call that he was known to have a firearm on him that he kept in a sling-style bag and had allegedly shot at her in the past. He was also reportedly known to be violent.

“[The alleged victim] and Moisan were in a relationship and it ended in February,” the investigating Deputy Cosmo Cozby states in court records. “Although [she] has tried to leave Moisan, Moisan refuses to accept.”

The former couple were apparently involved in an incident on Oct. 29 when the alleged victim asked Moisan to leave her residence. He reportedly took her phone and purse and then punched the wall of her residence near her face.

“[She] said she laid crying in bed, and Moisan told her, ‘He will kill or be killed over this,’” Cozby states.

It is also stated in the report that Moisan, at some point, went to her daughter’s apartment and sent a picture with a threat to “shoot up” her apartment if the alleged victim didn’t answer his calls and go see him.

Another allegation the victim made to deputies was that Moisan is reportedly affiliated with the 62 Diamond Neighborhood CRIPS gang and also threatened to have the gang “shoot up her daughter’s residence.”

“Detectives [Kevin] Acdal and [Cory] Nacnac held a second interview on Nov. 11 where [the alleged victim] stated that during the event on Oct. 29, Moisan punched [her] in the face,” Cozby states.

“Moisan then went and retrieved his gun from somewhere in the house and waved the gun around, pointed it at her face, and poked her in the face and shoulder with the gun,” Cozby added.

According to court records, Moisan moved into her residence in August, even though they had broken up. He rarely leaves the residence and does not work. The alleged victim reported that Moisan spends almost all of his time at her residence.

The sheriff’s office applied for and was granted a search warrant for her residence, which was carried out Nov. 5. Deputies located Moisan and a firearm inside a black sling bag that the alleged victim stated he had.

“Moisan is a felon and in unlawful possession of a firearm,” Cozby stated.

Moisan was arrested and booked into jail for second-degree assault with a deadly weapon and first-degree unlawful possession of a firearm. He is being held in lieu of $50,000 bail.
