New details emerge in Ocean Park shooting case

OCEAN PARK — More details are emerging concerning an April 21 shooting in Ocean Park. The preliminary investigation from law enforcement indicated it was justified self-defense, however the father of the man who was shot contests that.

The shooting was reported to Pacific County 911 Communications (PacCom) at 1:54 p.m. on April 21. The incident was documented in the computer-assisted dispatch (CAD) report.

According to the report, Kenneth N. Reid, 61, called 911, stating that his ex-girlfriend’s 29-year-old son, identified as Anthony Mannisto, was attempting to break into his house.

Reid told dispatchers that he was armed with a “9mm Glock,” insinuating he was prepared to defend himself.

“Subject is inside now/in kitchen area…rp [reporting party] is cornered in his bedroom…one way out, and that’s the way subject came in…,” a dispatcher notes in the records. “Subject broke through door and rp shot him…poss in chest area…cannot hear him now…,” a dispatcher added.

The CAD report does not note dispatchers hearing a gunshot.

The Pacific County Sheriff’s Office (PCSO) is the lead agency, as it happened within their jurisdiction. The first unit from the sheriff’s office was en route at 1:57 p.m. The individual who was shot also called 911, reporting he was struck in the chest.

Responders from Pacific County Fire District No. 1 (PCFD1) arrived on the scene at 2:04 p.m. and staged in the area. They waited for law enforcement to arrive and secure the scene.

The first deputy arrived a minute later, at 2:05 p.m., and additional law enforcement units arrived shortly thereafter, including officers from Washington Department of Fish and Wildlife Law Enforcement and the Long Beach Police Department.

According to the CAD report, officers secured the scene at 2:17 p.m, when PCSO Sgt. Michael Parker radioed, “Send in aid.”

Five minutes later, at 2:22 p.m., responders from PCFD1 asked dispatch to activate LifeFlight with a landing zone at the Rod Run field. The helicopter was on scene at 2:41 p.m. and departed for Peace Health Southwest Medical Center in Vancouver at 2:51 p.m.

According to the sheriff’s office, the homeowner is cooperating with law enforcement as the investigation progresses.

“Further investigation, conducted in coordination with other agencies to include the [Washington State Patrol] Crime Scene Response Team, suggests that the shooting appears to be a lawful use of force to an immediate threat,” PCSO Chief Civil Deputy Hollie Billeci stated. “As a result, no arrest has been made at this time, and the involved remain cooperative in the investigation.”

“This incident highlights one of the most significant challenges faced by law enforcement in Pacific County: the prevalence of mental health issues within our community,” she added. “The Sheriff’s Office recognizes the critical need for accessible mental health resources and support.”

Andrew Mannisto, the father of the shooting victim, spoke with the Observer on April 25 and offered new details in the incident including details about his son’s ongoing battle with mental health issues.

Anthony was recently been released from a mental health facility after checking himself in for services.

“He is a good kid,” Anthony’s father stated about his son. “Kenny has known him for a long time, and nobody was breaking into any house. Anthony had every right to be in the house, he lived in that house,” which he said is owned by Mannisto’s uncle.

According to Anthony’s father, Reid had been instigating issues with his son for quite some time and he believes the incident was deliberate.

“He … shot my son,” Anthony’s father asserted. “My son is scared to death and doesn’t want to press charges.”

“He was trying to get into his house, Kenny was locking the door on him,” his father added.

Mannisto remains hospitalized.

Billeci was unable to be reached for comments on the new details.
