March 24 — Caller from Best Western called to report an altercation with a guest who was checking out. This happened approximately 30 minutes prior to her call. The subject, from Ureka, California, driving a blue Subaru with California plates, got upset and threw his key cards across the desk at the caller. The caller placed the subject on the do not rent list, and asked what to do if he returned. The officer advised he could be given a trespass notice, and if she feels threatened, to call 911. She thanked the officer, and just wanted the information logged at this time.
March 25 — Caller stated that her 2017 Dodge Caravan was entered last night between midnight and 6 a.m. She thought that she locked her doors, but there was no sign of forced entry. She stated some costume jewelry was taken.
There was a report of a male subject on the bench with his butt exposed. An officer found him and had him pull up his pants and leave the area. He was complaining of stomach issues, but did not want to go to the hospital.
There was a report of a possible burglary. The caller could see people in the store on his home camera. It was an employee. An officer had the employee call the caller back.
March 26 — The postmaster reported odd things happening around the building at night, like continuously finding raw meat at their back door. He is requesting extra patrols at night.
March 27 — Kristopher M. Rose turned himself in, and an officer transported him to the Pacific County Sheriff’s Office jail on his warrants. His blue bag is in the garage with this log attached, as well as the Notice of Property Destruction form. The form was explained to him, and requested it be left with his backpack .
An officer followed up with a caller. She told him that on Friday she was contacted by someone claiming to be from Publisher’s Clearing House. She said the same number has called her multiple times since. She said last night she was contacted again and told that she won $15,000. She gave the person her bank information and Social Security number. Her caregiver told her that it was likely a scam, and when the officer responded, she had already changed banks and contacted Social Security. The officer told her that she already done what he was going to tell her to do, and he recommended she keep a close eye on her bank account. The officer also told her that in the future, do not give away any information to someone over the phone, and he would see if there is anything he can do with the phone number.
Two officers were dispatched to the area of the Ilwaco fire hall. Someone from Medix could hear a woman screaming, and it sounded possibly like a fight. The officers went to the address, where they heard a woman scream. They contacted the subject, who initially denied any yelling or screaming. She said she was having trouble closing her bathroom window. One of the officers attempted to help close it, but the window was stuck. She did say she was cursing at the window. The officer asked her to please keep down the noise, then the officers cleared for another priority call.
Caller reported that he and his wife were “jumped” in a parking lot in Long Beach. This call came out while the two officers who arrived were at the previous call. Another officer arrived before they did. One of the officers contacted the man and his wife. She had blood on her chin, as well as what appeared to be a fresh bruise on the upper left side of her forehead. They told the officer that they were drinking with a guy at the Long Beach Tavern whom they had met tonight. All three then went back to Room 307 where the couple were staying. They were all drinking in the hotel room, then Ieft and were going to go down to the beach. The couple then went down to the parking lot to get into their vehicle when they heard wrestling/fighting. The husband pushed and punched a woman that was attacking his wife, then the guy punched the husband several times, and the husband hit him back. The guy and the unidentified female then fled the scene, heading towards town. He was described as a large male with gold teeth and face tattoos. Two officers went to the tavern and spoke with staff there. The staff recognized him as a local, but said he was using his wife’s card to pay for his drinks tonight. An officer attempted several times to contact management at the hotel to look at surveillance footage, but got no answer. Statement forms were provided to fill out.
The couple appeared to be highly intoxicated. An officer will follow up with them and the hotel tomorrow. After the officers cleared, the caller called and said that he left his phone at their hotel. The officer collected the phone and pointed out that the background photo for the phone was the one who attacked. The phone is sitting on the officer’s desk with a copy of this log. It has a green phone case on it. Case number pending a follow-up tomorrow. If someone comes in tomorrow looking for the phone, please try to identify them.
Caller reported a redhead female on her knees on the sidewalk, taking off her clothes and throwing them up in the air. Two officers responded to the area, and were unable to locate a female subject. One officer did see the clothes, a purse and some paraphernalia on the ground. He collected the trash, shirts, purse and paraphernalia, and disposed of the needle in the sharps container. The purse did not contain anything to identify an owner. The officer put the purse, with a copy of this log attached, in the garage. The purse and its contents were later discarded.
March 28 — Caller stated that his 2021 F350 was parked in front of Cottage Bakery and an unknown vehicle damaged his driver’s side mirror. He said it looked to be about $1,700 to fix. His insurance told him to let the police know.
Follow-up: A subject was contacted regarding his stolen wallet. He said the last time he had seen his wallet was two weeks ago. He then said today, and yesterday, there had been several fraudulent transactions done with his credit cards, all of which he has since canceled. He said that one of these transactions was at the Salt Hotel and Pub. The Salt said they had security footage of Troy L. Constantine using a credit card. Constantine was identified by a cook at Salt, as he has known him for years. An officer later confirmed Constantine’s identity through a booking photo, and also obtained security footage of Constantine at Salt. Later on, as the officer was driving to a different call, he observed Constantine walking down Pacific. He contacted him at Seventh and Pacific S. He told the officer that he found a pre-paid card in a trash can, but would never use someone else’s card. The officer took him into custody, and booked him into the jail for second-degree possession of stolen property (felony).
March 30 — Ocean Beach Hospital reported that a subject was getting loud in the lobby, and refusing to leave. An officer contacted OBH while en route to obtain more information about Luurs. I was advised that the subject was brought in on March 29 because she was suicidal. She had been seen in the ER by a doctor and mobile crisis, and has since been discharged. An officer and a Washington State Patrol unit responded to assist. While enroute, dispatch advised that the subject was escalating her behavior and throwing things in the lobby. Upon arrival, she exited the hospital without incident, and requested a courtesy transport to Ocean Park. An officer confirmed with the hospital staff that there was no probable cause for arrest, and she was provided with a courtesy transport.
