Feb. 3 — An unattended hit and run incident was reported in the parking lot of the Chautauqua Lodge. An officer attempted to call the suspect and left him a voicemail. But after watching security camera footage, the officer was unable positively identify the subject as being the driver of the vehicle.
Lacinda L. Cline, 51 and homeless, was being sought by police in connection with allegedly cashing a fraudulent $234 cashier’s check at Englund Marine and stealing a cellphone at the laundromat.
Feb. 5 — A reporting party at Ocean Beach Hospital could hear a male and female yelling at each other in the area. A nurse staying in the hospital residence house woke up to a female banging on the house and windows. She was seen by OBH staff members carrying around three white garbage bags over near the residence before she starting banging on the house, and then walked to the ER to use the bathroom and clean up. An officer located her and informed her that she and the male subject could not be out in the streets yelling at each other at 3:30 a.m. The trash bags were located broken and all over the bench in the yard. The officer told her to come back and clean the trash up later and to not bother that house again. She stated she wouldn’t and walked toward Ilwaco.
Feb. 9 — A convoluted multi-part incident involving Sebastian I. Rubin, 47, of Long Beach, was handled by police between 6:42 p.m. Feb. 9 and 2 a.m. Feb. 10, and eventually resulted in him being cited for disorderly conduct. He was 86’d from Scooper’s and The Sandbar, and made comments about both businesses “going up in flames.”
