SOUTH BEND — The following cases were among those handled during the Pacific County Superior Court criminal docket on Sept. 20:

Samantha R. Vineyard-Howard (Hess), 32 — The case is no longer going to trial after a last-minute plea agreement was reached. She pleaded guilty to an amended charge of delivery of fentanyl. She was facing a charge for controlled substance homicide in connection to the overdose death of Ryan O’Connor on March 21, 2023, in Raymond.
According to court records, Hess’s plea involves a prison-based Drug Offender Sentencing Alternative (DOSA), which splits a sentence equally between incarceration and community custody.
If she fails to meet the DOSA requirements, all her time will be converted to a prison sentence. With an offender score of four, she faces a standard range of 20-60 months in prison, and the Pacific County Prosecutor’s Office is recommending a 20-month prison sentence and 20 months of community custody.

Hess is scheduled to be formally sentenced on Oct. 11.
Tyler L. Freilinger, 25 — He pleaded guilty through a plea agreement to one count of felony violation of a domestic violence protection order. He faced a standard range, with an offender score of five, of 33-43 months in prison.
The prosecutor’s office recommended that he be sentenced to a prison-based DOSA with a prison sentence of 19 months and 19 months of community custody. Judge Donald J. Richter accepted the recommendation.
Justin A. Thompson-O’Neil, 26 — He was convicted on Feb. 27 after a two-day trial of a lesser count of fourth-degree assault for an incident on May 27, 2023, in which he assaulted a neighbor. He was subsequently sentenced on March 29 to 364 days in jail with 334 days suspended. He appealed his conviction to the Washington State Court of Appeals Division II and has been out on an appeals bond.
According to court records, he was scheduled for a review hearing and failed to appear. Richter issued a $10,000 warrant and ordered his appeals bond to be forfeited.
