Officers exercise restraint in ‘suicide by cop’ situation

RAYMOND — A man allegedly high on meth attempted to commit ‘suicide by cop’ on Aug. 31. The incident unfolded at 2:08 a.m. in the 1050 block of Howard Street in Raymond at the Timberland Village mobile home park.

The suspect, identified as Stephen W. Cutrell, 54, allegedly was armed with a knife and threatening to harm his wife and cops.

Officers from the Raymond Police Department and South Bend Police Department rushed to the scene along with a Shoalwater Bay Police Department officer who was commuting home. Units ordered the man to come out with his hands in the air.

“I observed the male saying ‘Justice, I love you’ before closing the exterior door,” Officer Brittany Stigall states in court records. “I asked the male to step down the steps, and he began to move toward me. I advised him to put the knife down, and he did not comply.”

Cutrell reportedly continued to refuse to drop the knife even though officers threatened to shoot him if he did not “drop it.”

“He advised, ‘Good, that’s what I want,’” Stigall states in court records. “I advised him I did not want to do that and he stated, ‘It’s a very tough situation, I get it.’ I advised him again to drop the knife multiple times, which he did not do. He turned his head around toward the door of his residence and said, ‘Justice, I love you.’”

The man reportedly also stated “I’m not f***ing going home, somebody’s gonna have to f***ing take me out,” and that he had “nothing to live for.”

According to court records, officers attempted multiple times to get Cutrell to drop the knife, and he instead made a “Hail Mary” motion and asked the officer to “make it quick.”

“At that point, Officer [Jordan] Dockter removed his taser from its holster and deployed it,” Stigall states in court records. “I observed Cutrell to immediately stiffen up, yell and fall over onto his back.”

“I moved in toward Cutrell, advising him to drop the knife, and as I did so, I observed the knife to be on the right side of his body outside of his hand. Officer [Bobby] Byrd and I both kicked the knife away from the immediate area, and then I immediately grabbed Cutrell’s right arm and advised him to roll over and place his arms behind his back, which he eventually did,” Stigall added.

Officers later learned that Cutrell, who is a substance use counselor, had relapsed after 22 years clean. He was allegedly using methamphetamine.

Cutrell was subsequently booked into the Pacific County Jail for felony harassment, obstructing a public servant, and disorderly conduct. He remained behind bars in lieu of $50,000 bail as of early this week.
