An officer responded and located a suspect who seemed impaired by drugs. “I asked her if she needed medical attention and at first she said yes but then changed her mind. I think she was trying to find a spot to get out of the rain. I asked if I could call someone for her and she could not give me a number. I asked her if I could give her a ride and she said no. The subject could not speak well and was reluctant to give her name. I instructed her not to go on the hotel property again and not to try to get into cars.”
