Port of Ilwaco Request for Qualifications Pier Demolition and Bulkhead Repair Design and Consulting Services The Port of Ilwaco is seeking Statements of Qualifications from professionals with experience in marine structure demolition, bulkhead repair engineering and construction and environmental permitting for in-water projects. Proposal Closing Date: 4:00 pm, November 19, 2015 Interested firms should submit copies of their qualification packages by mail to Port of Ilwaco, P.O. Box 307 Ilwaco, WA 98624, or by email to Mr. Guy Glenn, Port of Ilwaco Manager at gglenn@portofilwaco.org. Project Description/Scope of Work. The project is located at 525 1st Avenue South in Ilwaco, WA. The scope of work will include evaluation of existing site conditions, engineering, design, cost estimating, and construction support services to evaluate, engineer, design, permit and repair an existing bulkhead and demolish a portion of an existing structure supported by the bulkhead and enclosing the remaining portion of the structure. The scope of work includes identifying federal, state and local permitting requirements, preparing permit applications and coordinating with permitting agencies to secure the necessary construction permits. Pre-submittal Site Visit. The Port of Ilwaco will conduct a non-mandatory pre-submittal site visit at 2pm on November 9, 2015, to observe the existing site conditions. The attendees for the site visit should meet at the Port of Ilwaco Marina office at 165 Howerton Way in Ilwaco. Qualifications Submittal Requirements. Qualifications should address the following criteria which will be used to evaluate all submittals. 1. Professional Qualifications: Provide professional qualifications and relevant experience of the key Project team members and any principal subconsultants. 2. Description of Project Approach: Provide a detailed narrative of the proposed approach to the Project including an approach to working in Ilwaco, Washington. 3. Relevant Project Experience: Provide the relevant experience of Project team members and any principal subconsultants for completed projects with similar scope and permitting requirements. 4. A proposed project schedule for engineering, permitting and construction. References and Project Examples: Provide at least three client references (name, address, telephone number, email and project). The Port reserves the right to conduct discussions with one or more firms/project teams regarding anticipated concepts and the relative utility of alternative methods of approach for furnishing the required services and then shall select therefrom, based upon criteria established above, the firm or project team deemed to be the most highly qualified to provide the services required for the Project. The Port reserves the right to select one firm/project team for the Project or to select multiple firms to provide portions of the services. Minority and women-owned firms and veteran-owned firms are encouraged to apply and directed to so identify their status on the submittal.
