NOTICE OF PUBLIC HEARING ORDINANCE NO. 161, MORATORIUM PERTAINING TO ANNEXING LAND WITHIN URBAN GROWTH AREAS
In accordance with Chapter 65.16 RCW, Pacific County is publishing a summary of proposed Ordinance No. 161 relating to an interim moratorium which will establish the Urban Growth Areas for the cities of Long Beach, Raymond, South Bend, and Ilwaco at their existing city limit boundaries. This interim moratorium will also maintain the Seaview Urban Growth Area at its 2010 boundaries. The moratorium is being proposed to comply with Growth Management Hearings Board Case No. 10-2-0021.

FORMAL IDENTIFICATION: Ordinance No. 161. An ordinance which establishes the Urban Growth Areas of the cities of Long Beach, Raymond, South Bend, and Ilwaco at their existing city limit boundaries and keeps the Seaview Urban Growth Area at its 2010 boundaries in order to comply with Growth Management Hearings Board Case No. 10-2-0021. This action is being proposed.
SECTION BY SECTION SUMMARY OF ORDINANCE NO. 161: Section 1. The Urban Growth Areas for the cities of Long Beach, Raymond, South Bend, and Ilwaco are pulled back to the existing boundary of each incorporated city. Section 2. The Urban Growth Area of unincorporated Seaview shall remain as it existed prior to the adoption of the 2010 Pacific County Comprehensive Plan. Section 3. Ordinance No. 161 shall take effect immediately. Section 4. Ordinance No. 161 shall remain in effect until repealed or until June 13, 2012, whichever shall come sooner. Section 5. The Pacific County Department of Community Development is instructed to work in conjunction with the four (4) incorporated cities to designate Urban Growth Areas that adequately accommodate the projected growth and development for the next 20 years.
The public is hereby invited to attend the Pacific County Planning Commission public hearing scheduled for 6:00 p.m., Thursday, December 1, 2011 within Conference Room A/B at the South County Administration Facility located at 7013 Sandridge Road, Long Beach, Washington, and provide testimony regarding the proposed ordinance. It is anticipated that the Planning Commission at the conclusion of this hearing will make a recommendation regarding this proposed ordinance to the Pacific County Board of Commissioners.
The hearing before the Board of Pacific County Commissioners will be a closed public hearing based exclusively on the record established at the Planning Commission hearing. The Board of Commissioners public hearing will be held at 10:45 a.m. on Tuesday, December 13, 2011, within the Board of Commissioners Meeting Room located at the Courthouse Annex Building, 1216 West Robert Bush Drive, South Bend, Washington.
At the conclusion of the hearing, the Board of Pacific County Commissioners may adopt, modify, or reject the proposed Ordinance, or may take other appropriate action. All interested persons are invited to attend this hearing and be heard. Written comments are encouraged, and may be mailed to the Board of Pacific County Commissioners, P.O. Box 187, South Bend, WA 98586 prior to the Planning Commission meeting.
Pursuant to WAC 197-11-880 and Pacific County Ordinance No. 121, Section 5.01, the adoption of Ordinance No. 161 has been determined categorically exempt from review under the State Environmental Policy Act (SEPA).
