REQUEST FOR STATEMENT OF QUALIFICATIONS PROFESSIONAL SERVICES: BUILDING PLANS and SPECIFICATIONS DEVELOPMENT, PERMITTING, BIDDING, and CONSTRUCTION OVERSIGHT

Pacific County is accepting letters of interest and qualifications from individuals and/or consulting firms interested in assisting the County to complete building plans and specifications, secure building permit(s), and assist in construction oversight to develop a multiservice senior center/emergency shelter facility at 324 Jackson Street, Raymond, Washington. The building previously housed the Our Savior’s Evangelical Lutheran Church. The County, in cooperation with the Pacific Aging Council Endeavors, Inc. (PACE), has been awarded a Community Development Block Grant from the Washington State Department of Community, Trade and Economic Development to acquire and remodel the structure at 324 Jackson, located in Raymond, Washington into a north Pacific County multiservice PACE/Senior Center facility. One or more firm(s) will be selected for an interview based upon the following criteria, weighted as indicated: Qualifications of personnel that will actually be working on the project (3); Relevant Experience as demonstrated on previous projects (2); Geographic proximity of the firm/individual to north Pacific County (2); Availability and capacity of the firm/individual to complete the work in the required timeframe (2); Firm/Individual past experience with federally funded projects, especially CDBG projects (0.5); and Washington State Certified Minority Enterprise Participation (0.5).

Firms/individuals desiring consideration shall submit letters of interest and qualifications, and any other pertinent data to further assist the selection committee in evaluating the firm’s/individual’s qualifications to: Pacific County Department of General Administration, Attn: Bryan Harrison, P.O. The most highly rated firm/individual will be selected for an interview and negotiation of a professional services contract.

The project is funded through the Washington State Community Development Block Grant Program with federal funds provided by the U.S. Department of Housing and Urban Development. As a result, cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.
