Long Beach Police Report: 8/3/05

LONG BEACH/ILWACO – Long Beach Police Department Chief Flint Wright said Monday that a charge of second-degree reckless burning has been filed with the Pacific County Prosecutor on Frederick G. Tipps, 51, of Long Beach after a July 24 suspected arson fire in the dunes in north Long Beach.
In other LBPD cases, officers were called to the skateboard park in Long Beach numerous times during the past week.
The first call was for an assault at 7 p.m. July 25 when a juvenile male reported being punched in the head by another juvenile. The victim was taken to Ocean Beach Hospital Emergency Room. The suspect is a 16-year-old from Ocean Park. The case will be filed with the Pacific County Juvenile Prosecutor.
Officers got a call around noon on July 27 that someone had “egged” and poured maple syrup on the skate park. At 7:40 p.m. the same day a report was received of a male yelling an obscenity over and over and ripping his clothes off. An officer was unable to locate the suspect.
At 5:20 p.m. July 29, an officer was contacted by a small child who said older children were cursing at him and calling him names. He pointed them out to the officer who issued them a three-day suspension from the park. At 8:20 p.m. the same day, a report was received that a 5-year-old boy and his 7-year-old brother had punched another 5-year-old boy in the chin and nearly knocked him out. The boys’ father was called and told to watch his child or they would be asked to leave. The father apologized for his son and spoke with him about his behavior.
Officers also had quite a time last week with numerous calls about a man from Kennewick who created several disturbances. The first call was at 3:15 a.m. July 27 when an officer took Corey D. Johnson, 35, to Ocean Beach Hospital for a severe sunburn on the top of his head. When he arrived at the hospital, Johnson said he wanted a doctor to remove a spot on his head because it was shaped like a unicorn. At 10:30 p.m. the same day, a call was taken from a person who wanted her son removed from her property in the 100 block of N.W. 28th in Long Beach. She said he was yelling and she wanted him to be committed. The man was gone when an officer arrived and he was unable to locate him.
Johnson was again reported yelling outside his mother’s house at 10 p.m. July 29 and spoke with an officer for a long time about conspiracies in Long Beach. The officer told him if he returned to the residence he would go to jail for criminal trespass and told his mother to get a restraining order.
At 5 p.m. July 30, Johnson had allegedly returned to his mother’s home. An officer talked to him as he was taking off his wet clothes after he had jumped in the ocean, according to the report. He was arrested and booked for second-degree trespass.
Other LBPD cases included the following.
A report was received at 10:20 a.m. July 26 that someone used bolt cutters to cut a chain on a shed at the go-cart track and gas was siphoned from the carts.
A man was reported locked in a bathroom for hours at an Ilwaco fitness center at 1 p.m. July 26. The man was gone when an officer arrived at the scene and was located a short time later. The man had allegedly taken the trash, which contained blood, from the bathroom with him when he left the facility. He told the officer he had cleaned up his own mess and didn’t want to leave it in the restroom. The officer told the man to take care of his business at home.
Disorderly and possibly intoxicated males were reported at a Long Beach business parking lot at 8:45 p.m. July 26. Witnesses pointed out one of the men to an officer. Joseph L. Duncan, 20, from Ocean Park, was arrested and booked at Pacific County Jail for MIP after his blood alcohol content registered .133. The police report indicated that Duncan was belligerent and uncooperative during the incident and was smashing his head on the police vehicle partition on the way to South Bend.
A man called the Pacific County dispatcher at 2 a.m. July 28 saying he was dangerous and wanted to talk to a counselor. An officer talked to the man, who said he wasn’t dangerous and did not want to talk to a counselor. According to the police report, the man, who the officer said was “slightly intoxicated,” agreed to go to bed “and call it a night.”
A resident in the 2200 block of N. Washington St. in Long Beach reported her mailbox had been hit during the previous night at 9:48 a.m. July 28.
A couple walking on the Bolstad beach approach at 7:50 p.m. July 28 reported they had seen a juvenile couple putting pink duct tape on the buoy at the approach and on the road. An officer pulled up most of the tape and told the couple to stop but, according to the report, “they did not pay any attention to me and walked off.”
A charge will be filed with the prosecutor’s office on Larry D. Pepper, 47, from Ilwaco for violation of a protection order. Pepper had allegedly violated the order at 5:47 p.m. July 29 at a Long Beach business after he came within 300 feet of a minor child who was working at the business.
A woman from Olympia was cited after a disturbance was reported at 3:21 a.m. July 30 at a Long Beach motel. According to the report, Terrell N. Mizell, 27, would not stop calling the front desk and had asked for the police during one of the calls. An officer noticed a strong odor of marijuana after the woman opened the door to her room and she was “very moody” and was handcuffed and placed in the back of the police vehicle. She was released to her room and promised to go to bed but later began to call the motel desk again.
Andrew J.A. Watson, 22, of Long Beach, was arrested and booked for fourth-degree assault and disorderly conduct after an incident reported at 11 p.m. July 30 at a Long Beach tavern where he had allegedly assaulted the bouncer and a patron.
An adult male and three juveniles were rescued from the surf at the beach at N. 26th St. in Long Beach at 11 a.m. July 31. The man had gone into the surf to rescue his son and then needed to be rescued himself, according to the report.
